How to start a construction company in South Africa
Construction is one of the biggest industries for small businesses in South Africa, from renovations and boundary walls to government projects. It is also one of the most regulated. Here are the registrations that matter and the order to do them in.
Register the company properly
Construction clients, banks and every public tender expect a registered company. Register with CIPC, open a business bank account and get your tax affairs in order from day one. See how to register a business and why a (Pty) Ltd suits construction: the work carries real risk and you want it separate from your personal assets.
CIDB: for public sector work
To do construction work for government, municipalities and state entities you must be registered with the Construction Industry Development Board (CIDB) at the right grade and class of work. New contractors start at the lowest grade and grow as they complete work. Read how to register with CIDB.
NHBRC: if you build homes
By law, anyone who builds new homes must be registered with the National Home Builders Registration Council (NHBRC), and each new home must be enrolled before building starts. Under the new Housing Consumer Protection Act, signed into law in January 2025, NHBRC oversight also extends to renovations, alterations and additions that need building plans. Check with the NHBRC whether it is in force and how it affects your jobs before you quote renovation work.
Safety and your workers
- The Occupational Health and Safety Act and its Construction Regulations apply to every site: risk assessments, a health and safety file, and a fall protection plan for work at height. Larger projects need a construction work permit before work starts.
- Register with the Compensation Fund (COIDA) and keep a letter of good standing: main contractors and clients ask for it before you set foot on site.
- In some regions a building industry bargaining council sets wages and conditions, so check what applies where you work.
Winning your first jobs
Start with work you can deliver well: renovations, paving, boundary walls, extensions. Photograph every finished job. Take deposits so you never fund materials yourself, put every quote in writing (the free quote maker helps), and subcontract to bigger contractors to build your track record. For public work, register on the Central Supplier Database.
